If necessary in the public interest, the Ministry of Home Affairs (if it comprises To, Do, Fu or Ken) or the governor of To, Do, Fu or Ken (if not) may recommend any group of ordinary local public bodies interrelated to establish a council.
5.
When a council of ordinary local public bodies has prepared an overall plan over the region, the ordinary local public bodies shall make the best efforts to perform their affairs in accordance with such plan.
6.
A council of ordinary local public bodies may, if necessary, request the production of documents, submission of opinions, explanations and other necessary cooperations of the chiefs of the public organs concerned.

Article 252-3.
A council of ordinary local public bodies shall be composed of the chairperson and other members.
2.
The chairperson and other member of a council of ordinary local publish bodies shall, according to the agreement, serve on a full-time or part-time basis. They shall be appointed from the personnel of the ordinary local public bodies concerned.
3.
The chairperson shall preside over the affairs of the council and represent the same.

Article 252-4.
The agreement of a council of ordinary local public bodies shall provide for the following matters:
1. The name of the council;
2. The ordinary local public bodies being members of the council;
3. The affairs of the ordinary local public bodies concerned to be managed and executed by the council or to be coordinated by the same, or the subjects of a plan to be prepared by the same;
4. Organization of the council and manner of selection of the chairperson and other members;
5. Manner of financing the council.

The agreement of a council, established to jointly manage and execute a part of the affairs of ordinary local public bodies shall include, in addition to the matters enumerated in the preceding paragraph, the provisions for the following matters:
