In the case of a suit under paragraph 1 of this article seeking the cancellation of involvement by the To, Do, Fu or Ken, notwithstanding the stipulations of paragraph 1 of article 43 of the Administrative Litigation Law, the stipulations of paragraph 2 of article 8, the body of paragraph 1 of article 11, and articles 12 to 22, 25 to 29, 31, 32 and 34 of the same law shall not apply mutatis mutandis.

In the case of a suit under paragraph 1 of this article seeking confirmation of illegal negligence by the state, notwithstanding the stipulations of 3 of article 43 of the Administrative Litigation Law, paragraph 2 of article 40 and paragraph 2 of article 41 of the same law shall not apply mutatis mutandis..

The provisory clauses of paragraph 1 of article 11 of the Administrative Litigation Law shall apply mutatis mutandis to those suits under paragraph 1 of this article which seek confirmation of illegal negligence by the To, Do, Fu or Ken.

With the exception of those matters laid down in the preceding paragraphs, all necessary matters relating to the expediting of the legal hearings, such as time limits on pleading and submission of evidence, etc., shall be determined by the regulations of the Supreme Court.
Section III. The Corporation Between Ordinary Local Public Bodies
Subsection I. Council

Article 252-2.
Two or more ordinary local public bodies may agree to establish a council of ordinary public bodies in order to jointly manage and execute a part of the affairs of such ordinary local public bodies, or to coordinate management and execution of the affairs of such ordinary local public bodies, or to prepare joint overall plans over the region.

When such a council is established, the ordinary local public bodies shall announce to that effect and publish the agreement thereof, and report thereon to the Minister of Home Affairs (if it comprises To, Do, Fu, or Ken) or to the governor of To, Do, Fu, Ken (if not).

Mutual agreement under paragraph 1 shall be entered into, as determined by the assemblies of the ordinary local public bodies, except where a council is established in order to coordinate management and execution of the affairs of the ordinary local public bodies.
