2. When the city, town or village is dissatisfied with the measures by an administrative agency of the To, Do, Fu or Ken in accordance with paragraph 9 of article 251-3.
3. When the local dispute arbitrators have not carried out an investigation or made any recommendations in accordance with paragraphs 1 or 2 of article 250-14 applied mutatis mutandis in line with paragraph 5 of article 251-3 or in accordance with paragraph 3 of article 250-14 applied mutatis mutandis in line with paragraph 6 of article 251-3 within 90 days after the application for investigation was made.
4. When the administrative agency of the To, Do, Fu or Ken has not taken measures in accordance with paragraph 9 of article 251-3.

A suit under the preceding paragraph shall be instigated within the period of time given below:
1. Where item 1 of the preceding paragraph is applicable, within 30 days from the day the local dispute arbitrators gave notification of the results of the investigation or of their recommendations in accordance with paragraph 1 or 2 of article 250-14 applied mutatis mutandis in line with paragraph 5 of article 251-3 or in accordance with paragraph 3 of article 250-14 applied mutatis mutandis in line with paragraph 6 of article 251-3.
2. Where item 2 of the preceding paragraph is applicable, within 30 days from the day the Prime Minister gave notification in accordance with paragraph 9 of article 251-3.
3. Where item 3 of the preceding paragraph is applicable, within 30 days from the day 90 days have elapsed since the application was made.
4. Where item 4 of the preceding paragraph is applicable, within 30 days from the last day of the period given in the recommendations made by the local dispute arbitrators in accordance with paragraph 1 or 2 of article 251-14 applied mutatis mutandis in line with paragraph 5 of article 251-3 or in accordance with paragraph 3 of article 250-14 applied mutatis mutandis in line with paragraph 6 of article 251-3.

Paragraphs 3 to 7 of the preceding article shall apply mutatis mutandis to a suit instigated in accordance with paragraph 1 of this article. In such case, "the area of the said ordinary local public body" under paragraph 3 of the same article shall read "the area of the said city, town or village", and "involvement by the state" under paragraph 7 shall read "involvement by the To, Do, Fu or Ken"
