2. When the ordinary local public body is dissatisfied with the measures taken by the state in accordance with paragraph 1 of article 250-18.
3. When the Commission has not carried out an investigation or made any recommendations in accordance with paragraphs 1 to 3 of article 250-14 within 90 days after the application for investigation was made.
When the administrative agency of the state has not taken measures in accordance with paragraph 1 of article 250-18.

A suit under the preceding paragraph shall be instigated within the period of time given below:
1. Where item 1 of the preceding paragraph is applicable, within 30 days from the day the Commission gave notification of the results of the investigation or of its recommendations in accordance with paragraphs 1 to 3 of article 250-14.
2. Where item 2 of the preceding paragraph is applicable, within 30 days from the day the Commission gave notification in accordance with paragraph 1 of article 250-18.
3. Where item 3 of the preceding paragraph is applicable, within 30 days from the day 90 days have elapsed since the application was made.
4. Where item 4 of the preceding paragraph is applicable, within 30 days from the last day of the period given in the recommendations made by the Commission in accordance with paragraphs 1 to 3 of article 250-14.

A suit under paragraph 1 shall fall within the exclusive jurisdiction of the High Court exercising jurisdiction over the area of the said ordinary local public body.

When a suit has been instigated under paragraph 1 of this article, the plaintiff shall immediately give written notice of the same to the defendant, and shall also notify the High Court of the time, place and method of the notification.

When a suit has been instigated under paragraph 1 of this article, the said High Court shall promptly designate a date for oral proceedings and summon the parties concerned. The date designated for the oral proceedings must be within 15 days from the day the suit under paragraph 1 was instigated.
