4. Determination under paragraph 4 of article 250-14 applied mutatis mutandis in line with paragraph 7 of this article, as to whether the city, town or village concerned has fulfilled its obligations in relation to the consultations to which relates the application of paragraph 3 of this article.
5. Determination with regard to participation by relevant administrative agencies in accordance with paragraph 1 of article 250-15 applied mutatis mutandis in line with paragraphs 5 to 7 of this article.
6. The decision to carry out an examination of evidence in accordance with paragraph 1 of article 250-16 applied mutatis mutandis in line with paragraphs 5 to 7 of this article.
7. Decisions relating to the drawing up of the proposal for arbitration, and the public announcement of the purport of the same.

Article 251-4.
With the exception of matters provided for in this Law, necessary matters related to arbitration, investigation and recommendation by the local dispute arbitrators shall be determined by cabinet order.
Subsection V. Legal action with regard to involvement by the state or To, Do, Fu or Ken in the affairs of an ordinary local public body
(Instigation of legal action with regard to involvement by the state)
Article 251-5.
The chief executive or other executive organ of an ordinary local public body that has made application for investigation in accordance with paragraph 1 or 2 of article 250-13 may when any of the items listed below are applicable, bring before the High Court a suit against the administrative agency of the state against which the application for investigation was made, requesting the cancellation of the illegal involvement by the state to which the application for the said investigation related, or confirmation of the illegality of the negligence by the state to which the application for the said investigation related:
1. When the ordinary local public body is dissatisfied with the results of the investigation or the recommendations of the Commission in accordance with paragraphs 1 to 3 of article 250-14.
