3. An application made in accordance with paragraph 2 shall address the administrative agency of the To, Do, Fu or Ken that is the other party in the consultations to which the said application relates.

Paragraphs 4 to 7 of article 250-13, paragraphs 1, 2 and 5 of articles 250-14 and article 250-15 to 250-17 shall apply mutatis mutandis to an application made in accordance with paragraph 1 of this article. In such case "the chief executive or other executive organ of an ordinary local public body" under these provisions shall read "the mayor or other executive organ of the city, town or village"; "administrative organ of the state" shall read "administrative organ of the To, Do, Fu or Ken" and "the Commission" shall be replaced by "the local dispute arbitrators". For "intervention by the state" under paragraph 4 of article 250-13 and paragraphs 1 and 2 of article 250-14 shall be read "intervention by the To, Do, Fu or Ken". For "paragraph 2 of article 250-19" under paragraph 1 of article 250-17 shall be read "paragraph 13 of article 251-3".

For "paragraph 2 of article 250-19" under paragraph 1 of article 250-17 shall be read "paragraph 13 of article 251-3".

In such case, "the chief executive or other executive organ of the ordinary local public body" under these provisions shall read "the mayor or other executive organ of the city, town or village", "the administrative agency of the state" shall read "the administrative agency of the To, Do, Fu or Ken" and "the Commission" shall read "the local dispute arbitrators". For "the ordinary local public body involved in the said consultations" under paragraph 4 of article 250-14 shall be read "the city, town or village involved in the said consultations". For "paragraph 2 of article 250-19" under paragraph 1 of article 250-17 shall be read "paragraph 13 of article 251-3".
