When the local dispute arbitrators have given notification of the results of the investigation or have issued a recommendation and given notification of the content of the recommendation in accordance with paragraph 1 or 2 of article 250-14 applied mutatis mutandis in line with paragraph 5 of this article, or in accordance with paragraph 3 of article 250-14 applied mutatis mutandis in line with paragraph 6 of this article, or have given notification of the results of the investigation in accordance with paragraph 4 of article 250-14 applied mutatis mutandis in line with the preceding paragraph, they shall at once report to the Minister for Home Affairs to that effect, stating the results of the investigation and the content of the recommendations.

When the local dispute arbitrators have issued recommendations in accordance with paragraph 1 or 2 of article 250-14 applied mutatis mutandis in line with paragraph 5 of this article, or in accordance with paragraph 3 of article 250-14 applied mutatis mutandis in line with paragraph 6 of this article, the administrative agency of the To, Do, Fu or Ken receiving the said recommendation shall, within the time limit indicated in the recommendation, take measures to comply with the recommendation and give notification of the same to the Minister for Home Affairs. In such case, the Minister shall notify the mayor or other executive organ of the city, town or village which made the application in accordance with paragraph 1 or 2, of matters related to the said notification concerning the said recommendation, and shall also make the same public.

The Minister for Home Affairs may request the administrative agency of the To, Do, Fu or Ken which received the recommendation mentioned in the preceding paragraph to give an explanation of the measures taken in accordance with the same paragraph.

When the local dispute arbitrators carry out an investigation in accordance with paragraph 1 or 2 of article 250-14 applied mutatis mutandis in line with paragraph 5 of this article, or in accordance with paragraph 3 of article 250-14 applied mutatis mutandis in line with paragraph 6 of this article, or in accordance with paragraph 4 of article 250-14 applied mutatis mutandis in line with paragraph 7 of this article, they may, if they consider it appropriate, draw up ex officio a proposal for arbitration, which they may set forth to the mayor or other executive organ of the city, town or village which made the application in accordance with paragraphs 1 to 3 of this article and to the administrative agency of the To, Do, Fu or Ken under investigation, and recommend its acceptance. At the same time the local dispute arbitrators may make public an outline of the proposal, stating reasons.
