1. Direction under paragraph 2 of article 245-8 applied mutatis mutandis in line with paragraph 12 of 245-8
2. The carrying out of matters relating to the directions of the preceding item, acting in place of the mayor of the city, town or village in accordance with paragraph 2 of article 245-8 applied mutatis mutandis in line with paragraph 12 of article 245-8.

When the mayor or other executive organ of a city, town or village that is dissatisfied on account of negligence on the part of the To, Do, Fu or Ken with regard to local matters (where an administrative organ of the To, Do, Fu or Ken fails within a reasonable period of time to undertake matters relating to the exercise of civic rights such as the granting of permission, etc., when an application for the same has been made. Hereinafter in this subsection the same meaning shall apply.) has made a written application for an investigation by local dispute arbitrators, the Minister for Home Affairs shall appoint local dispute arbitrators immediately in accordance with paragraph 2 of article 251 and refer the matters relating to the said application to investigation.

When the mayor or other executive organ of a city, town or village that has made application to an administrative organ of the To, Do, Fu or Ken for consultations founded in the ordinances of the said city, town or village and the consultations have not taken place even though the said city, town or village is deemed to have fulfilled its obligations with regard to the said consultations, makes written application for investigation by local dispute arbitrators, the Minister for Home Affairs shall immediately appoint local dispute arbitrators in accordance with paragraph 2 of article 251 and refer the matters relating to the said application to investigation.

Applications made in accordance with the preceding three paragraphs shall be addressed as follows:
1. An application made in accordance with paragraph 1 shall address the administrative agency of the To, Do, Fu or Ken that implemented the act of intervention by the To, Do, Fu, or Ken to which the said application relates.
2. An application made in accordance with paragraph 2 shall address the administrative agency of the To, Do, Fu or Ken involved in the negligence on the part of the To, Do, Fu or Ken to which the said application relates.
