Investigations and recommendations in accordance with the previous paragraphs shall be carried out within 90 days from the day the application for investigation was made.

 

(Participation of a relevant administrative agency)

 

Article 250-15.

When the Commission recognizes the need for participation by a relevant administrative agency, the Commission can obtain the participation of the agency in the procedures of the investigation through an application by the chief executive or other executive organ of the ordinary local public body which has applied for investigation of involvement by the state, or by the administrative agency of the nation under investigation, or through the official authority of the Commission.

Previous to obtaining the participation in the proceedings of the investigation of a relevant administrative agency in accordance with the preceding paragraph, the Commission shall first listen to the opinions of the chief executive or other executive organ of the ordinary local public body which has applied for investigation into the involvement of the state, the administrative agency of the state under investigation and the relevant administrative agency.

 

(Examination of Evidence)

 

Article 250-16.

When it recognizes the need to examine evidence in order to conduct the investigation, the Commission may examine evidence as given below, either ex officio or through a statement from the chief executive or other executive organ of the ordinary local public body which has applied for investigation into the involvement of the state, or from the administrative agency of the state under investigation, or from the relevant administrative agency participating in accordance with paragraph 1 of the previous article (hereinafter referred to as the "participating administrative agency"):

1. Requirement for a person recognised by the Commission as being suitable to testify as a witness, stating facts or giving an expert opinion.

2. Requirement for a person in the possession of material evidence such as documents to submit the material evidence; the material evidence submitted may be kept in the custody of the Commission.

3. Inspection of any scene considered necessary.

4. Questioning of the chief executive or other executive organ of the ordinary local public body which has applied for investigation into involvement by the state or of the administrative agency of the state under investigation, or of the participating administrative agency, or the staff of these.
