When it is recognised that the involvement by the state carried out by the administrative agency of the state under investigation is not illegal, the Commission shall give notification to that effect to the chief executive or other executive organ of the ordinary local public body which applied for the said investigation and to the administrative agency of the state investigated, stating reasons, and shall also make the notification public. When it is recognised that the involvement by the state carried out by the administrative agency of the state under investigation is illegal, the Commission shall issue the said administrative agency of the state with a recommendation of the necessary measures to be taken, stating reasons and setting a time scale, and shall at the same time notify the chief executive or other executive organ of the said ordinary local public body of the contents of the said recommendation, and shall also make the same public.

When an application for an investigation is made in accordance with paragraph 2 of the previous article, the Commission shall carry out an investigation. When it is recognised that the said application for investigation is without reason, the Commission shall give notification to that effect to the chief executive or other executive organ of the ordinary local public body which made the application for the said investigation and to the administrative agency of the state concerned, stating reasons, and shall also make the same public. When it is recognised that the said application for investigation does have appropriate reason, the Commission shall issue the said administrative agency of the state with a recommendation of the necessary measures to be taken, stating reasons and setting a time scale, and shall at the same time inform the chief executive or other executive organ of the said ordinary local public body of the contents of the said recommendation, and shall also make the same public.

When an application for an investigation is made in accordance with paragraph 3 of the previous article, the Commission shall carry out an investigation into whether the ordinary local public body involved in the said consultations fulfilled its obligations with regard to the consultations to which the application for investigation relates, and shall give notification to the chief executive or other executive organ of the ordinary local public body which made the said application for investigation, and to the administrative agency of the state concerned of the result, stating reasons, and shall also make the same public.
