When an application, etc. has reached the office which is by law or ordinance the addressee of the application, etc., the national government agency or organ of To, Do, Fu or Ken shall start work on the permission / approval, etc., of said application, etc. without delay.

Article 250-4.
In the event that a national government agency or organ of To, Do, Fu or Ken rejects permission / approval, etc. of an application, etc. or decides to annul, etc. permission / approval, etc., it shall deliver in writing to the ordinary local public body the content and reason for the said rejection or annulment, etc.

Article 250-5.
When a notification from an ordinary local public body to a national government agency or organ of To, Do, Fu or Ken meets the formal requirements prescribed by law and ordinance with all necessary items filled in and necessary documents attached, procedural obligation relating to the notification shall be fulfilled when the notification has reached the office to which the notification is addressed by law and ordinance.
(Form when a National Government Agency performs a function identical to a Self-government Function, as a function within its own competence)
Article 250-6.
In the event a national government agency, in accordance with law and ordinance performs as a function within its own competence a function identical to that performed by an ordinary local public body as a Self-government function, it shall give advance notice in writing to the ordinary local public body of the content and reason for the said performance of the function. However this shall not apply where there is urgent necessity to perform the function without the said notice.
