(Form of Consultation)
Article 250.
When a national government agency or an organ of To, Do, Fu or Ken receives a request for consultation from an ordinary local public body, the national government agency or organ of To, Do, Fu or Ken and the ordinary local public body shall act sincerely in conducting the consultations and shall strive to settle the consultation within a proper period of time.

When a national government agency or organ of To, Do, Fu or Ken expresses an opinion in consultations arising from the request of an ordinary local public body, if the said ordinary local public body requests the purport and content of the opinion regarding the consultation to be delivered in writing, this shall be done.
(Standards of Permission and Approval, etc.)
Article 250-2.
National government agencies and the organs of To, Do, Fu or Ken shall determine the standards necessary to decide in accordance with laws and ordinances whether, when an ordinary local public body in accordance with laws and ordinances makes application to or requests consultation with the agency or organ (hereinafter referred to as "application, etc." in this Subsection, paragraph 2 of Article 250-13, paragraph 2 of Article 251-3 and paragraph 3 of Article 252-17-3), permission, authorization, approval, consent etc., (hereinafter referred to as "permission and approval, etc." in this Subsection and paragraph 3 of Article 252-17-3) should be given or not. Unless to do so would cause serious conflict with administration, these standards shall be made public.

National government agencies and organs of To, Do, Fu or Ken shall lay down the standards necessary to decide in accordance with laws and ordinances whether permission or approval, etc., granted to an ordinary local public body should be annulled (hereinafter referred to as "annulment, etc. of permission l approval, etc." in this Subsection and Article 250-4), and shall strive to make such standards public.

In determining the standards under paragraph 1 or the preceding paragraph, national government agencies or organs of To, Do, Fu or Ken shall be as specific as possible with respect to the nature of the said permission and approval, etc. or annulment, etc. of permission / approval, etc.
(Standard Period for Handling of Permission / Approval, etc.)
Article 250-3.
National government agencies and organs of To, Do, Fu or Ken shall determine the standard period of time normally needed for the granting of permission / approval, etc. of an application, etc. after the application, etc. has been received by the office of the said national government agency or organ of To, Do, Fu or Ken (where the addressee of the application, etc. is by law or ordinance an organ other than the said national government agency or organ of To, Do, Fu or Ken, this shall include the standard period of time normally needed for the said application, etc. to reach the office of the said national government agency or organ of To, Do, Fu or Ken after the said application etc. has reached the office of the said addressee organ), and shall also strive to make public the said determined standard period of time.
