The provision of the preceding paragraph shall not apply to the following advice etc.
(1) A request for action by the ordinary local public body to be completed on the spot.
(2) Advice, etc., the content of which has already been notified to the ordinary local public body in writing.

Employees of the state or To, Do, Fu or Ken shall not treat unfavourably an ordinary local public body for not following the advice, etc. given by a national government agency or organ of To, Do, Fu or Ken.
(Form of Request for Submission of Data, etc.)
Article 248.
When a national government agency or an organ of the To, Do, Fu or Ken makes a request to an ordinary local public body for the submission of data, (hereinafter referred to as "request for submission of data, etc." in this Article and paragraph 2 of Article 252-17-3) and does not put the request in writing, if the said ordinary local public body requests the purport and content of the said request for submission of data, etc., to be put in writing, this shall be done.
(Form of Request for Rectification, etc.)
Article 249.
When a national government agency or an organ of the To, Do, Fu or Ken makes a request for rectification, issues directions etc., (hereinafter referred to as "request for rectification, etc." in this Article and paragraph 2 of Article 252-17-3) to an ordinary local public body, the content of and reasons for the said request for rectification, etc., shall be delivered in writing. However this shall not apply in cases where there is urgent necessity for the request for rectification, etc. to be made without being put in writing.

Where the proviso of the preceding paragraph is applicable the national government agency or the organ of To, Do, Fu or Ken shall deliver a written request as specified in the same paragraph within a proper period of time after the request for rectification, etc. has been made.
