A Minister may, in respect of matters under his or her charge, in the event that the handling of the affairs of a city, town or village as listed below is deemed to be in violation of legal stipulations, or is markedly inappropriate so as to clearly impair the public interest, direct the executive organ of the To, Do, Fu or Ken as stipulated below, to demand that the said city, town or village rectify the illegality or impropriety or take the necessary steps for improvement.
(1) Matters (with the exception of type 1 Statutory entrusted functions; the same being applicable in the following item and ileum 3) in the charge of the mayor or other executive organs of a city, town or village (not including the Board of Education or election administrative committee) The governor of the To, Do, Fu or Ken.
(2) Matters in the charge of the Board of Education of a city, town or village The Board of Education of the To, Do, Fu or Ken
(3) Matters in the charge of the election administrative committee of a city, town or village The election administrative committee of the To, Do, Fu or Ken

The executive organ of the To, Do, Fu or Ken receiving directions under the preceding paragraph shall request the said city, town or village to rectify the illegality or impropriety or take the necessary steps for improvement.

In addition to the stipulations of paragraph 2, in the event that the handling of the affairs of a city, town or village (with the exception of type 1 Statutory entrusted functions) is deemed to be in violation of legal stipulations, or is markedly inappropriate so as to clearly impair the public interest, and there is deemed to be particular need such as in an emergency, a Minister may, in respect of matters under his or her charge, personally require the said city, town or village to rectify the violation or take the necessary steps for improvement with regard to the handling of the said affairs.

An ordinary local public body, on receiving a request in accordance with the stipulations of paragraph 1, 3 or 4, shall rectify the violation or take the necessary steps for improvement with regard to the handling of the said affairs.
