(Necessary Matters)
Article 202.
Necessary matters related to audit commissioners shall be fixed by bylaw, except as provided in this Law and cabinet orders duly authorized by this Law.

Article 202-2.
The personnel commission shall, as provided by law, make investigations, research, planning, programming, recommendations, etc. on personnel administration, hold competitive examinations or otherwise make evaluations of the personnel, and make inquiry into appeals of employees for administrative measures on the working conditions and on disadvantageous actions on employees as well as take necessary measures thereupon.

The equity commission shall, as provided by law, make inquiry into appeals of employees for administrative measures on the working conditions and on disadvantageous actions on employees as well as take necessary measures thereupon.

The local labor commission shall, as provided by law, certify upon evidence qualifications of a labor union, and make inquiry and interrogation and issue orders in connection with unfair labor practice, offer mediation, conciliation and arbitration on labor disputes and otherwise perform the affairs related to labor relations.

The agricultural commission shall, as provided by law, create and protect owner farmers, adjust various uses of agricultural land, interchange and reapportion such land and otherwise perform the affairs related to agricultural land.

The expropriation commission shall, as provided by law, perform the affairs related to land expropriation including adjudication thereon; the maritime district fishery adjustment commission shall, as provided by law, perform the affairs related to fishery adjustment including necessary directions therefor; the realty valuation re-examination commission shall, as provided by law, perform inquiry, adjudication, etc. upon complaints related to the matters entered in the realty taxation register.
