(Presiding Audit Commissioner)
Article 199-3.
One of the audit commissioners appointed from among Persons of Expert Knowledge where the fixed number of audit commissioners is four or three, or the audit commissioner appointed from among Persons of Expert Knowledge where the fixed number is two, shall be the presiding audit commissioner.

The presiding audit commissioner shall administer the general affairs relating to audit commissioners.
3.
When the presiding audit commissioner is unable to serve or if his/her post is vacant, an audit commissioner designated by the presiding audit commissioner where the fixed number of audit commissioners is four or three or the other audit commissioner where the fixed number is two, shall act for him/her in the performance of his/her duties.

Article 200.
The audit commissioners of To, Do, Fu or Ken shall have a secretariat.
2.
A secretariat may be established under the audit commissioners of a city, town or village in accordance with bylaws.
3.
The secretariat shall have a secretary general, clerks and other employees.
4.
The audit commissioners of a city, town or village with no secretariat shall have clerks and other employees to assist them in the performance of their duties.
5.
The appointment and dismissal of the secretary general, clerks and other employees shall be by the presiding audit commissioner.
6.
The number of clerks and other employees shall be determined by bylaw, except those employed temporarily.
7.
The secretary general, under the direction of audit commissioners, and clerks and other employees or employees serving under Article 180-3, under the direction of their respective supervisors, shall be engaged in the business of audit commissioners.

Article 201.
The provisions of paragraph 1 of Article 141, Article 154, 159 and 164 and paragraph 1 of Article 166 shall apply mutatis mutandis to audit commissioners; the provisions of paragraph 1 of Article 153 shall apply mutatis mutandis to the presiding audit commissioner; the provisions of paragraph 4 shall apply mutatis mutandis to the secretary general, clerks and other employees.
