Any member of commissions or any commissioner shall forfeit his/her office when he/she has come under the provisions of the preceding paragraph, except otherwise provided by law. His/her appointing officer shall decide whether he/she has come under such provisions.

The provisions of paragraphs 2 or 4 of Article 143 shall apply mutatis mutandis to the above case.

Article 180-6.
Commissions or commissioners shall, except otherwise provided by law, have none of the following powers:
1. To prepare and execute the budget of the ordinary local public body;
2. To submit a bill to the assembly for its resolution;
3. To levy and collect local taxes, collect assessments or initial charges, or impose administrative fines;
4. To submit the settlements of accounts of the ordinary local public body to the assembly for its certification.

Article 180-7.
Commissions or commissioners may, in consultation with the chief executive, delegate a part of their power to a person on his/her staff or the chief of a local or branch office, a district or detached office, a ward office or its detached office of a specified city as referred to in paragraph 1 of Article 252-19, a health office or other administrative organ under his/her control, or cause any person on his/her staff or on the staff an administrative organ under his/her control to assist them in the performance of their duties, or appoint a specialist to make research upon necessary matters. This article, however, shall not be applicable to the affairs prescribed by cabinet order.
