(Delegation to the Chief Executive)
Article 180.
The chief executive may act upon his/her own authority with regard to such minor affairs within the power of the assembly as may be specified by a resolution thereof.

The chief executive shall subsequently report to the assembly upon his/her actions taken under the preceding paragraph.

Article 180-2.
The chief executive may, in consultation with a commission or a commissioner, delegate a part of his/her power to the commission or the commissioner or any person on the staff of such commission or commissioner or any organ the control thereof, or cause any such person to assist him/her in the performance of his/her duties. However, this provision shall not apply to the commission or commissioner specified by cabinet order.

Article 180-3.
The chief executive may, in consultation with a commission or a commissioner, detail any official or employee to serve concurrently such commission or commissioner or any organ under the control thereof, or place him/her on the staff of such commission or commissioner or any organ under the control thereof, or order him/her to work for such commission or commissioner.

Article 180-4.
The chief executive may make recommendations on necessary measures to be taken upon organizations, the number of personnel or the personnel administration of the secretariats of commissions or commissioners or other organs administering the affairs within the power of such commissions or commissioners, if found necessary in order to achieve efficiency in organization and operation throughout various executive organs and to keep balance among them.

Commissions and commissioners shall consult with the chief executive in advance if they purport to establish or amend regulations or other stipulations on such matters under the authority thereof as specified by cabinet order relating to organizations, the number of personnel or the personnel administration of their secretariats or other organs administering their affairs.
