The provisions of paragraph 2 of Article 4 shall apply mutatis mutandis to such location and jurisdictions of administrative organs.

 

4.

No local administrative organ (including a detached organ throughout this Article) of the State shall be established without Diet approval. All expenses needed for establishment and operation of such approved organs shall be borne by the State.

 

5.

The provisions of the preceding paragraph shall not apply to the organs for judicial administration and correction, branches and detached stations and detached stations of branches of the Local Immigration Offices, police organs, quarantine organs, organs of the Defense Agency, detached stations or watch posts of the customs offices, or branches of the customs offices or detached stations or watch posts thereof, taxation offices or their branches, branches of the National Tax Tribunal, airport offices and other field offices for civil aviation, Regional Postal Inspection Bureaus, Regional Postal Services Bureaus, Savings Administration Centers, Postal Insurance Administration Centers, post offices or their detached stations, detached stations of Local Telecommunication Administration Bureaus, Telecommunication Observation Stations, educational facilities, hospitals or sanitariums of the State, meteorological offices, maritime safety organs, offices for maritime navigation aid or hydrography, organs for harbor construction, forestry offices, or organs undertaking construction works solely financed by the State.

 

(Control of Public Organizations)

 

Article 157.

The chief executive may direct and supervise public organizations within the area of the ordinary local public body in order to coordinate their activities.

 

2.

If necessary for such purpose, the chief executive may demand from such organizations a report upon their activities or submission of documents of files, or make a field survey upon their activities.

 

3.

The chief executive may take necessary actions himself/herself or request necessary actions of the competent State authorities for the control of such organizations.

 

4.

Such competent authorities may annul any action taken by the chief executive.
