(Minutes)
Article 123.
The president shall cause the chief of the executive officer or the chief clerk (or the clerk in a town or village having no chief clerk) to prepare the minutes, in which the proceedings and the names of the members present shall be recorded.

The minutes shall be signed by the president and two or more members nominated by the assembly.
3.
The president shall submit to the chief executive a report on the results of the meeting together with a copy of the minutes thereof.
Section VII. Petition
(Filing)
Article 124.
Any person who wishes to file a petition with the assembly shall do so in writing through the introduction of its member.
(Disposition)
Article 125.
When the assembly considers with respect to the petition adopted by it that it is to be properly disposed of by the chief executive, the education commission, the election administration commission, the personnel commission or equity commission, the public safety commission, the local labor commission, the agricultural commission or audit commissioners or other commissions or commissioners established by law, it may send the same to such and demand reports of the progress and result of its disposition.
Section VIII. Resignation and Judgement of Qualifications
(Resignation)
Article 126.
Any member of the assembly may resign upon permission of the assembly, or if it is not in session, upon permission of the president thereof.
(Forfeiture of Membership and Decision of Qualifications)
Article 127.
Any member of the assembly, if he/she is ineligible or has come under Article 92-2, shall forfeit his/her membership. The assembly shall decide on the qualifications of its members, except where they have been made ineligible under Article 11 or 252 of the Public Election Law, or Article 28 of the Law to Regulate Money Used for Political Activities (Law No.194 of 1948); provided that such decision shall be given by two-thirds or more of the members present.
