The assembly may, if there is no objection among its members, resort to nomination instead of election.

In case of such nomination, the nominee will be considered to be the elect, if consented unanimously by all the members, after deliberation.

 

4.

In case two or more persons are to be elected at a time, the nominees shall be put to a vote en bloc.

 

5.

Any person dissatisfied with the decision under paragraph 1 may appeal for review to the Minister of Home Affairs if it is the decision given by the assembly of To, Do, Fu or Ken, or to the governor of To, Do, Fu or Ken if it is the decision given by the assembly of a city, town or village, within 21 days from the date of such decision. If still dissatisfied, he/she may appeal from such adjudication to the court within 21 days from the date of such adjudication.

The decision under paragraph 1 shall be given in writing to the objector together with the statement of the reasons therefor.

Article 119.

Any bills still pending at the end of the session will lapse.

 

(Rules of Procedure)

 

Article 120.

The assembly shall make the rules of procedure.

 

(Presence of the Chief Executive, etc.)

 

Article 121.

The chief executive, the chairperson of the education commission, the chairperson of the election administration commission, the chairperson of the personnel commission or the equity commission, the chairperson of the public safety commission, members of the local labor commission, the president of the agricultural commission and audit commissioners, members or representatives of any commission established by law as well as any person who has received delegation or commission therefrom, shall, when required by the president of the assembly, appear in the assembly hall for explanations.

Article 122.

The chief executive shall present explanations concerning the budget as referred to in paragraph 2 of Article 211 or other explanations concerning other affairs of the ordinary local public body.
