(Public Deliberation)
Article 115.
Deliberation in the assembly shall be public. However, a secret meeting may be held where a majority of two-thirds or more of those members present passes a resolution therefor at the initiative of the president or three or more members.

The motion to hold a secret meeting shall be put to a vote without deliberation.
(Modification of a Bill)
Article 115-2
Any motion to modify a bill must be initiated by one-twelfth or more of the total members to be placed on the agenda of the assembly.
(Vote)
Article 116.
All matters shall be decided in the assembly by a majority of those present, except as elsewhere provided in this law, and in case of a tie, the president shall decide the issue.

The president may not participate in such a vote as a member of the assembly.
(Exclusions)
Article 117.
The president or any member of the assembly shall be excluded from participation in the deliberation upon the personal affairs of, or the affairs directly involving the occupation of, himself/herself or his/her parents, grandparents, spouse, children, grandchildren or brothers or sisters; provided, however, that her/ she may present himself/herself and speak at the meeting if approved by the assembly.
(Elections)
Article 118.
The provisions of paragraphs 1 and 4 of Article 46, Article 48, paragraph 1 of article 68 and 95 (insofar as the election of members of the assembly of an ordinary local public body is concerned) of the Public Election Law shall apply mutatis mutandis to elections held in the assembly of an ordinary local public body under laws or cabinet orders duly authorized by laws. Any objection to the validity of a vote thereat shall be decided by the assembly.
