Article 110.

The assembly of an ordinary local public body may, lay bylaw, create special committees.

Members of a special committee shall be designated by the assembly and shall remain in office while the matter referred thereto is pending in the assembly.

 

3.

Special committees shall, so long as the assembly is in session, examine the matter referred to by a resolution of the assembly. They may, however, continue such examination even after the session is closed, if specifically authorized in the terms of reference.

 

4.

The provisions of paragraphs 4 and 5 of Article 109 shall apply mutatis mutandis to special committees.

 

(Delegation)

 

Article 111.

Necessary matters related to committees shall be prescribed by bylaw, except for those specified in the preceding three articles.

 

Section VI. Proceedings

 

(Introduction of Bills)

 

Article 112.

Members of the assembly shall have the right to introduce bills except budget, to the assembly on any matter which requires its resolution.

 

2.

Introduction of bills under the preceding paragraph shall require the concurrence of one-twelfth or more of total membership.

 

3.

Bills shall be introduced in writing.

 

(Quorum)

 

Article 113.

No new business may be taken up in the assembly, unless a half or more of total membership is present. Those who are excluded under Article 117, or who fail to comply with the repeated convocation for the same agenda or the call of the president shall be deemed to be present.

 

(Meeting upon Demand)

 

Article 114.

When a half or more of the total members make the demand, the president must open the meeting of the day. If he/she fails to comply, provisions of paragraph 1 or 2 of Article 106 shall apply.

 

2.

The president may not close or break off the meeting of the day without an affirmative resolution of the assembly, if such meeting was opened in accordance with the preceding paragraph, or if there is any objection among the members.
