Each member of the assembly shall be a member of one of the standing committees, as designated by the assembly at the beginning of each session, and shall remain so until his/her term as a member of the assembly expires, unless otherwise provided for in bylaw.

Standing committees shall conduct investigations and examine bills, petitions, etc. on the affairs of the ordinary local public body within their respective scope of duties.

Standing committees may hold a public hearing on budgets and other important bills, petitions, etc. to hear the opinions of persons specially interested therein or persons of special knowledge or experience.
5.
In the event that standing committees consider it necessary for the investigation and examination of the affairs of an ordinary local public body, they may demand the presence of the advisers and hear their opinions.
6.
Standing committees may continue their activities with respect to a specific matter referred thereto by a resolution of the assembly, even when the session is closed.

Article 109-2.
The assembly of an ordinary local public body may establish a committee for the management of the assembly by bylaw.

Each member of said committee shall be appointed by the assembly at the beginning of each session, and shall remain so until his/her term as a member of the assembly expires, unless otherwise specified in a bylaw.
3.
The assembly administration committee shall conduct investigation and examine bills, petitions and the like, on the following matters:
(1) Matters concerning the administration of the assembly;
(2) Matters concerning the rules and regulations of the meetings in the assembly, any bylaw for committees or commissions and the like;
(3) Matters referred to for deliberation by the president.
4.
The provisions of paragraphs 4 through 6 of the preceding article shall apply mutatis mutandis to the assembly management committee.
