The term of office of president and vice-president shall coincide with that of members of assembly.

Article 104.
The president of the assembly shall keep order in the assembly hall, arrange the proceedings, preside over the affairs of the assembly and represent the assembly.
(Attendance in Committees)
Article 105.
The president of the assembly may attend and speak in any committee thereof.
(Vice-president and President Pro Tempore)
Article 106.
When the president is unable to serve or his/her office is vacant, the vice-president shall act for the president in the performance of his/her duties.

When the president and the vice-president are both unable to serve, a president shall be elected pro tempore to perform the duties of the president.

The assembly may authorize the president to nominate a president pro tempore.
(Acting president)
Article 107.
If there is no person to perform the duties of the president at an election held under paragraph 1 of Article 103 or paragraph 2 of the preceding article, a senior member of the assembly shall perform the duties of the president.
(Resignation)
Article 108.
The president and vice-president of the assembly may, upon permission of the assembly, resign from office. When the assembly is not in session, the vice-president may resign upon permission of the president.
Section V. Committees
(Standing Committees)
Article 109.
The assembly of an ordinary local public body may, by bylaw, create standing committees, not more than twelve in To, not more than eight in Do, any Fu or Ken with the population of not less than 2,500 thousand and cities with the population of not less than one million, not more than six in Fu or Ken with the population of not less than one million but less than 2,500 thousand and cities with the population of not less than 300 thousand but less than one million, and not more than four in Fu or Ken with the population of less than one million and cities with the population of less than 300 thousand and towns and villages of all sizes.
