The assembly shall keep in the library attached thereto the official Gazette, the Public Gazette and the publications sent under the preceding two paragraphs for reference and study of its members.

Such library may be made available to the general public.
Section III Convocation and Term of Session
(Convocation)
Article 101.
The assembly shall be convened by the chief executive of the ordinary local public body. When a quarter or more of the total members makes the demand specifying the agenda, the chief executive must convene an extraordinary session.

The public notice of convocation of the assembly of To, Do, Fu or Ken or a city or the assembly of a town or village shall be given at least seven or three days respectively before the date of its opening, except in cases requiring prompt actions.
(Regular and Extraordinary Sessions)
Article 102.
The assembly shall have regular and extraordinary sessions.
2.
A regular session shall be convened four times whenever necessary for the specific agenda.
3.
An extraordinary session shall be convened whenever necessary for the specific agenda.
4.
The agenda for an extraordinary session shall be made public in advance by the chief executive.
5.
When any matter requiring a prompt action arises during an extraordinary session, it may be referred to the assembly notwithstanding the provisions of the preceding two paragraphs.
6.
Matters relating to the term of session and its extension and the opening and closing of the assembly shall be fixed by the assembly.
Section IV The President and Vice-President

Article 103.
The assembly of an ordinary local public body shall elect a president and a vice-president from among its members.
