「Prior to loading, a certificate should be provided by the manufacturer or the shipper from a laboratory accredited by the competent authority stating that the material as offered for shipment is not class 4.2, based on the test carried out conducted in accordance with appendix D.6. For charcoal screenings, vegetable origin, the manufacturer or shipper should also state that the prescribed weathering period has been observed.」

1 1999年4月24日「M/V Zahari Stoianov」（ブルガリア船籍）は、砂糖の貨物荷崩れによりフランス沖で座礁した。
2 最終事故報告は入手できていないが、IMOに報告する。現在IMOにおいてBCコードに関する作業を行っていることに留意して、仏は、砂糖の振る舞いについて調査中にこの情報を伝える必要性があると考えた。
3 砂糖は、液状化物質及び化学的危険性を有する物質以外のリストであるBCコードの付録Cに現在収録されている。

8 仏は、INF.2のドラフトに次の改正提案を行う。
.1 危険性の個所に次を加える。
「However, sugar dissolves if water penetrates from outside. This phenomenon may result in the creation of air pockets in the body of the cargo. The hazards are then similar to the hazards presented by cargoes liable to liquefy.」
.2 注意事項を次のとおり改正する。
「In the case of water channels in the holds, the risk to the stability of the ship through the dissolution of sugar (formation of a liquid base and shifting of the cargo), should be taken into account.」
.3 粒径に関して次を加える。
「various granule sizes. It appears, on investigation, that sugar is available in a variety of granule sizes depending on the different applications for which it is intended.」
9 小委員会に上記疑問点を調査し、該当する措置を執るよう要請する。

DSC 5/6 (事務局) MSC71の結果（バラスト管理の安全問題）
○主要点： 本文書は、洋上におけるバラスト水の注排水作業管理の安全面に係わる「cargo securing arrangements」の安全性に関するMSC71の検討結果を報告する。

1 IACSは、バラスト水注排水管理計画に従って関連状態におけるバラスト水注排水の状態をCSMに含めることを推奨した。
2 DE小委員会は、安全問題を検討する際に他の小委員会が貨物固縛計画を検討することを望むかもしれないとコメントした。
3 MSC71は、DE42の決定に注目し、DSC小委員会に貨物固縛計画の安全性がCSMの議題において取り込まれるべきであるかどうかを助言するよう要請した。
