86. 教育計画は、地元住民が得られないような特権を難民に与える場合がある。政府が合意し、かつ教育に使われる言語が同じ場合は、地元住民にも学校を開放するのが望ましい。難民の学校のすぐ近くにある地元の学校になんらかの援助を与えることも可能である。
