3 After considering the proposals of the
specialised group, the Council of IALA adopted IALA
Recommendation V-103, on Standards for Training and
Certification of VTS Personnel, dated May, 1998. One copy of
the Recommendation, in English and French, will be made
available for each delegation during the session.
4 Recognising that Resolution 10 of the 1995
STCW Conference relates to the development of provisions
covering, inter alia, the training and certification of
vessel traffic service personnel, the format of the
competenee charts for VTS Operators and Supervisors contained
in IALA Recommendation V-103 are similar in presentation to
those for seafarers contained in the IMO Seafarers' Training,
Certification and Watchkeeping Code (STCW Code).
5 Full recognition has also been taken of
resolution A.857(20), Guidelines for Vessel Traffic Services,
which the IALA Recommendation is intended to complement.
6 To supplement the IALA Recommendation the
following model training courses are being developed, by IALA
for VTS Personnel:
Model Course V-103/1 - VTS Operators;
Model Course V-103/2 - VTS Supervisor,
Model Course V-103/3 - On-the-Job Training.
These model courses, which are being structured in the
same manner as the model courses developed by IMO for
seafarers, are intended to provide National Members of IALA
and other appropriate Authorities charged with the provision
of vessel traiffic services with specific guidance on the
training of VTS Operators and VTS Supervisors.
7 A verbal report will be given to the
Committee on the progress made on the development of the
Model Courses,
Actions requested of the Committee
8 The Committee is requested to consider
.1 Adding the following footnote to
resolution A.857(20), Guidelines for Vessel Traffic
Services, Annex 2, paragraph 2:
“* Additional guidance is given in IALA
Recommendation V-103 on Standards for Training and
Certification of VTS Personnel.”; and,
.2 Inviting the VTS Authorities of Members
when considering the training and certification of VTS
personnel to take into account IALA Recommendation V-103
and, when finalised, its associated Model Courses.
