Standards for Training and Certification of VTS Personnel

Submitted by the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA)

SUMMARY

Executive Summary: This document describes the actions taken by the Association in the preparation of IALA Recommendation V-103 on the Standards for Training and Certification of VTS Personnel for its National Members which complement the guidance given in Annex 2 to resolution A.857(20).

1    One of the conclusions of the 8th International Symposium on Vessel Traffic Services (Rotterdam, 15-19 April, 1996) was that:

"VTS Authorities should set standards for VTS Operators in accordance with international guidelines and other relevant material. VTS Authorities should also provide facilities for training to those standards and institute measures to maintain those standards.
Following a request from the Symposium, IALA agreed to develop suitable training and certification standards. "

2    In response to this conclusion, and to implement the undertaking made by IALA, a Group of specialists on training of VTS personnel and the operation of VTS Centres was established in October 1996 with the following Objectives.

- to develop model Operational Job Descriptions for personnel selected to manage and operate a VTS centre. These should define the levels of competence and skill that would be expected of VTS personnel who are deemed to be fully qualified;

- to provide guidance on the recruitment of VTS personnel and determine the training requirements necessary to produce personnel qualified to a given Operational Job Description;

- to formulate model courses within the framework of a training and certification scheme which will form an IALA Recommendation leading to international agreement and recognition of VTS Personnel requirements,
