We consider that such a standard would be
very important, however it should allow certain flexibility
concerning the format to elaborate the RNCs.

Chile
The supply of the paper and electronic charts
is already quite an important workload for this service, so
we consider that we could not also take the responsibility of
establishing standards for a new product, whose
implementation will delay still more time the production of
the electronic charting. We recognize that the Raster charts
have qualities, but these alone will not improve the safety
of the navigation. Only new hydrographic surveys will improve
the safety of the navigation.
Estonia
Every country must take all possible efforts
to cover their waters of responsibility with ECDIS data.
Using the other standards (RCDS) will only delay the process
of overgoing to real ENC.
India
The task should be left to IMO. Performance
Standard for RCDS will encourage mariners to use RCDS and
result in retardation of ECDIS use.
Italy
We are against any approval of other
standards different from ECDIS, It is appropriate. on the
other hand, to ensure that every measure are Taken to: 1)
rapidly obtain the availability of S-57 data; 2) promote the
adopted ECDIS; 3) avoid any kind of initiatives that could
slow pace of ECDIS and that could become in same area an
alternative instead of an interim solution. This in
particular in the prospective of the near expected first type
approved ECDIS.
Russia
Matters pertaining to RCDS limitations
directly related to safety of navigation were under trials by
the Russian Federation in order to get all results before NAV
44. These trials on raster chart limitations have been
completed and it became obvious that RCDS is not a
perspective mean complying with the respect of SOLAS.

Pakistan
The following changes are proposed:
- Para 3. 1 1 . To add “In this mode, a
warning should always be displayed stating that the use
of paper chart is mandatory”. To amend Table 1
accordingly.
- Para 4. 1, last sentence. To amend to read“... data
to be automatically displayed...”.
- Para 4. 1. To add“Manual data inputs of positions, by
the operator, should be with reference to the horizontal
datum of RNC. RCDS should prompt the operator to ensure
this”.
- Para 9.5, To add“An indication should be displayed at
all times denoting that chart notes, concerning the
selected RNC, are available for display”.
