performance Standard for RCDS? |
REPLY = YES
Argentina
To accept the establishment of standards for
RCDS does not imply neither that we agree with the
consideration on the equivalence to the paper nautical chart,
nor that the production of raster data by the hydrographic
services is compulsory. In the definition of RCDS it should
be clarified :“that it's a help for the paper chart and
therefore they should be used, with the assistance of the
paper nautical chanrt”. This product is not an equivalent
of the nautical paper chart.
France
We vore yes on the condition that the
standard clearly mentions the restrictions in use with
respects co ECDIS, since functionalities are different.
Germany
Approving reply to question 2 implies
affirmative response to question 1, as Performance Standards
are prerequisite to any equipment addressing a carriage
requirement according to SOLAS.
Norway
The need for a performance standard for RCDS
is regarded a necessity and therefore Norway in principal
supports such a standard, as well as some form of
international standard for ECS. However we do not accept that
such RCDS standard indicates or makes reference to any
equivalence with SOLAS V/20, as official paper charts should
always be used in conjunction with such a system. Also, the
performance Standard for RCDS should be a minimum performance
standard.
Oman
We wonder if compromising with this interim
solution will not delay implementation of the full ENC and if
the pluses will outweigh the minuses.
USA/NIMA
IHO should do its utmost to support modern
electronic chart options which will improve maritime safety.
The sole fact that RCDS provides for continuous route
monitoring is in itself sufficient justification for adoption
as an improvement over traditional paper chart navigation.
