These regulations are needed to assure that
data used by the navigators emanates from an official
government agency, although“paper chart equivalency”should
not be an issue.
Republic of Korea
We recommend that intenational agreement be
reached for the RNC not to be functionated in the ECDIS
system with RCDS Mode in areas where ENC already exist. We
also suggest that additional pilot projects similar to the
SHARED program be performed to confirm the dual fuel system
performance and expand further the recognition of its
efficiency.
South Africa
Conditional however to RNC bring on WGS-84
datum.
USA/NOS
The proposed amendment to Resolution
A.817(19) emphasizes the subordinate role of the RCDS Mode of
Operation. Furthermore, appending the RCDS Performance
Standards to the ECDIS Performance Standards and
restructuring the text to conform to the same enhances its
linkage to ECDIS. Hopefully, these changes will result in a
clearer understanding of the role of RCDS vis a vis ECDIS.

Argentina
We consider that there are several
differences between the capacities of a RCDS and an ECDIS,
and that the capabilities of the RCDS are very limited. That
is why we believe that its standard should be promulgated
separately and not incorporated into the Resolution
A,19/Res.817.
Chile
The Hydrographic Offices should not use their
resources and efforts to incorporate another product in their
production line. The RCDS development will affect in a
negative way the vector electronic charts. For this reason we
oppose to the development of standards for RCDS.
Finland
Current RCDS specifications for RNC Product
Specifications are incomplete, especially the scanning method
must be defined more precisely, the accuracy of data must be
specified, the presentation of the accuracy must be possible,
and the common IHO raster format must be specified.
Norway
Firstly, the draft in para 1.2 is referring
to the equivalence issue, which is not accepted or supported.
Secondly, our principal view is that this should be a minimum
performance standard, and consequently should only require
the performance and functionalities relevant for RCDS, as
ECDIS is a completely different concept. The decision as to
whether the two concepts should be integrated in a single
system. should be left entirely up to the industry.
Spain
There would be no objection to the approval
if para 1.9 was modified so as to insert at the end the
following:“The use in RCDS mode will be implemented in
conjunction with the relevant paper chart”.
