1 Introduction
1.1 An International Conference on Preventing
Collisions at Sea was held at Dalian Maritime University,
China, in September 1996. The Conference covered a wide
range of topics concerning the prevention of collisions
at sea. A short summary of the Conference, prepared by
the organizers of the Conference, is given at annex.
1.2 From the presentations and discussions in the
Conference a number of problem areas in the prevention of
collisions at sea were perceived by the Conference and
are summarized in section 4 "Problem areas in
collision avoidance" of the attached annex.
1.3 Some of these problem areas are directly
important to the Collision Regulations and are further
discussed below.
2 High speed craft
2.1 The rapid increase in numbers of high speed
craft has raised questions and concern about the
identification and actions of high speed craft in
collision avoidance. The questions are whether there is a
