SAFETY OF NAVIGATION

Designation of certain sea lanes and air routes thereabove

through Indonesian archipelagic waters

SUMMARY

Executive Summary: This revises and clarifies Indonesia's proposal for the adoption of archipelagic sea lanes for the purpose of exercising archipelagic sea lanes passage through and over certain parts of Indonesia's archipelagic waters and adjacent territorial sea.
Action to be Taken: Paragraph 11 invites the Committee to consider and adopt the partial archipelagic sea lanes proposal.

Introduction

1   Indonesia recalls that it submitted a proposal to MSC 67 for the purpose of designating sea lanes in accordance with article 53 of UNCLOS for the exercise of archipelagic sea lanes passage by foreign ships and aircraft through or over certain parts of its archipelagic waters (MSC 67/7/2).

2    In considering the proposal. MSC 67 decided that it should be referred to NAV 43, with instructions to develop a mechanism for the consideration of archipelagic sea lane proposals on the basis of which recommendations would be put to MSC for adoption in accordance with UNCLOS, Article 53(9) (MSC 67/22, paragraphs 7.39-7.40).

3    NAV 43 prepared and approved General Provisions for Adoption, Designation and Substitution of Archipelagic Sea Lanes, and recommended them for adoption by the Committee as amendments to the publication, Ships' Routeing, and the General Provisions on Ships' Routeing (NAV 43/15, paragraph 3.20 and annex 4).
