5. 海外動向の調査
今年度の研究活動の一環として、GPS補強システム関係の海外、特に米国での動向を調査した。
GPS補強システムを含むGPS技術情報を得るため、GPS関係の学術会議で世界的に最大規模で開催されるION GPS-98(米国 ナッシュビル)に参加した。
本研究が目的とする補強システム用受信機の開発に深く関係する事項として要求仕様をまとめた米国RTCAのMOPSの改訂が行われた。
またWAAS衛星を含む米国での補強システムそのものの計画の若干の変更、今後の方針等って、RTCA、FAA、ホワイトハウス等から発表が行われた。
本項では、以上の事項に関し、MOPSの変更点の要約、ION報告、補強システム関連情報について、資料を付す。
5.1 MOPSの改訂
GPS補強システム用機上装置に対してMOPSは1996年6月にRTCA/DO-229として発行された。
その後、Chanel,2,3の部分的な改訂を経て1998年6月にRTCA/DO-229Aとして発行され現在に至っている。
本研究では、改訂に対応し、受信機の仕様変更を行い、RTCA/DO-229Aに準拠させた。
以下、改訂の概要について述べる。

The document incorporates new change 3 information previously approved in Changes 1,2 and 3. It includes all necessary changes to finalize precision approach operations and for stand-alone navigation equipment. The new information has been under development by SC-159 since DO-229 was originally published in January 1996.
Change 3 information includes the following basic issues：
・Corrects Section 1 to reflect the maturity of the precision approach requirements,
第1章のPAモードにおける要求について充分に考慮した事項の反映
・Incorporates the requirements to maintain integrity in the event of a missed WAAS message (Section 2.1),
WAASメッセージをミスした場合のインテグリティ機能保持に関しての要求の統合
・Finalizes the precision approach performance requirements,
PAモードに対する性能要求の確定
