THE ROLE OF SUPERVISORS

 

The role of supervisors in government organizations can be summarized as follows.

 

1 Assistance to Senior Officers

 

Supervisors must act as good assistants to their senior officers. To accomplish this, they must be at all times fully aware of what their managers are thinking. With this understanding, they are expected to actively report their findings to, make proposals to and consult their boss over every issue at hand. To be of good assistance to their senior officers, supervisors should ensure that they undertake what is outlined below.

・Understand the organizations' policies.

・Report to or consult with their boss at appropriate times.

・Express opinions or proposals frankly to their boss.

・Be capable of responding to questions on the current state of affairs at any time their boss requires.

・Take responsibility for the work that they have done.

・Develop appropriate skills should they be required to substitute for their boss.

 

2 Good Communication and Cooperation with Colleagues

 

For organizations to function smoothly, supervisors must create clear lines of communication across hierarchical and horizontal lines with their senior and junior staff, colleagues and relevant sections.

Strong connections on a horizontal line require good communication, cooperation and human relations with colleagues. Most coordination between organizations is handled by senior managers. Supervisors should not always depend on their boss for coordination, however, but should make every effort to establish good teamwork with other supervisors themselves.

Good human relations with colleagues are constructed on the basis of daily interaction with each other at the office or in private. Supervisors must develop the following attitudes if they are to build upon these relations.

・Be conscious to act as a team member within the organization.

・Exchange work related information with colleagues.

・Understand and respect the positions of colleagues and relevant sections.
