5 Review of 92-203 against the IMO Code on Alarms and Indicators
5.1 The Working Group has produced an analysis of 92-203 against the IMO Code on Alarms and Indicators. A clause by clause comparison is contained in Annex B. The Working Group also considered the relationship of these documents with 92-504.
5.2 As a result of the review, the Working Group concludes:-
a) The IMO Code covers all relevant content of 92-203 and includes further detail;
b) IMO's Code was written to harmonize with 92-203 as far as possible (acknowledged in the preamble), however there is some divergence, and unless technically wrong the IMO Code must take precedence.
c) Standard 92-504, while titled "Control and Instrumentation", includes within its scope "control, monitoring, alarm and protection systems", and includes extensive guidance on fire detection and alarm systems in particular.
d) Standard 92-504 makes frequent reference to 92-203 for definition of optical and acoustic signals.
5.3 The Working Group recommends:-
i) That 92-203 be withdrawn as its scope is fully encompassed within the IMO Code, which in some areas conflicts with it.
ii) WG 16 should check the current draft 92-504 to ensure that all references to 92-203 are changed to refer to the IMO Code.
iii) A New Work Proposal be raised to develop a new standard to include technical detail of alarm and safety systems, e.g. fire, watertight door, shell door, fire door, public address and general alarm systems. Relevant alarm and safety system requirements would be removed from 92-504 for incorporation in the new standard. It is proposed that WG 16 be asked to accept this work following completion of their current revision of 92-504.
5.4 Working Group 4 can offer a text, prepared by Mr Lepadatu, which develops the content of the IMO Code as appropriate for an IEC standard. The IMO Circular(MSC/Circ.808) on Public Address systems, should also be considered within the preparation of an 'Alarms and Safety Systems' Standard. Mr Martinsen has prepared supporting text.
6 Other Proposals
6.1 The Working Group considered a number of other proposals regarding interpretation of SOLAS II-1/41.1.1 and ISO/TC8 draft standard for Low Location Lighting, but decided that action was inappropriate on these items.
