- To select well qualified senior officers and engineers who have at
least 5 years of sea experience and who shall then be sent on 6-month special courses. e.g
the deck officers take an engineers course, whereas the engineers take a navigation
course.
- To develop a relationship between VIMARU and other Maritime
Universities or Maritime Colleges throughout the world, especially in those countries
which are practising the training of dual - purpose seafarers in order to send VIMARU's
teaching staff to take short training courses and to exchange experiences.
- To develop technical projects with national and international
shipping companies to get financial and technological support.
In addition, VIMARU also has to draft new regulations regarding the
training of dual - purpose seafarers in Vietnam in accordance with government policy.
3.3.3. improvement of Training Facilities and Teaching Methods.
For highly effective training in a limited period of time, much
attention must be given to effective teaching methods and training facilities. To
accelerate the "conventional training process" to a "self training
process" of each student, and to help students absorb quickly the theoretical and
practical knowledge, there must be adequate training equipment in place namely:
- Simulators as the most effective and low cost training tools.
- Computers as professional tools (in lectures)
- Computers as support training tools (software - assisted training)
- Modern training equipment (SAT COM, GMDSS LAB, etc.)
- Training vessel.
IV. CONCLUSION
Due to changes in the manning structure (dual - purpose officers) on
board the world's vessels and due to the modern technology being applied, Maritime
Education and Training in Vietnam must be changed. VIMARU is making very careful changes
to the MET system but there are still some aspects which must be taken into consideration
:
- The careful selection of syllabus contents and how deep the knowledge
of each subject
should be taught.
- The usage of new teaching methods and modern training equipment.
- The teaching should give more attention to the principles and systems
rather than to the individual equipment items.
