Superintendency Administration. After 12 months seagoing service they
will be also awarded 3rd engineer certificates of competence of ships powered by main
propulsion machinery of 3,000 kW propulsion power or more.
The currently studying program for marine engineering students is four
years, which includes 33 obligatory courses with 2695 total class hours and 47 weeks'
concertrated practical training in which seagoing practice is 27 weeks (6 weeks' first
practice and 21 weeks' graduate practice). In the graduate practice, the students must
complete all the operations and exercises required by the practice syllabus. In addition
every one of them must write a high level thesis.
3. PRINCIPLES AND GUIDING IDEOLOGY OF THE REVISION OF THE PROGRAM
With the development of science and technology, and the development of
China's education reform, especially the STCW Convention 95' amendments that sets a still
higher demand on marine engineers, the studying program carried out currently needs to be
revised. In order to fully fulfill the STCW Convention and meet the mandatory requirements
of the State Harbor Superintendency Administration of China and suit the needs of China's
education reform, The Marine Engineering College of Dalian Maritime University has revised
the studying program currently carried out.
3.1 STRENGTHEN THEORY TEACHING, COMBINE THE OCCUPATIONAL
EDUCATION WITH THE DEGREE EDUCATION
Whatever the students will be engaged in which kind of jobs after
graduation, the educational departments must make the students grasp consolidate science
and technology theory knowledge. The trainees will be capable of studying by themselves
and have the abilities to accept still higher education to keep abreast of the new science
and technology and suit the needs of their works. We considered all of these on the
revision of the program.
3.1.1 EMPHASIZE THE BASIC SCIENCE KNOWLEDGE
The basic science knowledge are the sources of the development of
science and technology. They are important to students. Because the time studied at
college or at university is short and the science and technology change day after day, the
students cannot learn all the knowledge that they will meet in their future work. They
cannot learn some new knowledge in advance. Therefore, the colleges or universities must
emphasize the training of the students' capabilities, such as the ability of studying by
themselves, the ability of solving and analyzing problems on their own. One of the
important aspects of these abilities comes from the good grasp of basic science and
technology.
It is put forward that the universities or colleges must strengthen the
education of basic sciences to the students on the outlines of education reform and
development of the State Education Committee of China. Dalian Maritime University is one
of the key institutes of higher learning in China, so we must act in the spirit of the
State Education Committee of China. Moreover, IMO Model Course and the STCW Convention 95'
amendments and STCW Code set a still higher demand in basic sciences on marine engineers.
For example, the basic sciences take up nearly 400 class hours at the operational level
