The Principles and Guiding Ideology of The Revision
of The Program for The Specialty Of Marine Engineering

ABSTRACT:
In order to fully improve the training and education qualities, meet
the requirements of the four functions in the STCW Convention, emphasize the students'
capability training, strengthen the education of basic sciences, combine the occupational
education with the degree education, the studying program for the specialty of marine
engineering has been revised. This paper deals with the revision of the four-year
undergraduate studying program on the basis of the STCW convention 95' amendments and the
outlines of the education reform and development of China.

1. INTRODUCTION
Dalian Maritime University is the largest marine institute governed by
the Ministry of Communications of the People's Republic of China. It was formed in 1953
through amalgamation of three merchant marine institutes of Shanghai Nautical College,
Northeast Navigation College and Fujian Navigation school. It was assigned as a key
national institute of higher learning by the government in 1960.
The Marine Engineering of Dalian Maritime University was founded in
1953. It has educated and trained five thousands of qualified and licensed personnel for
the ocean shipping companies. Graduates are all over the world and most of them have been
the backbone of the shipping companies in marine engineering technology or held leading
positions in shipping companies or government departments home and abroad. The Marine
Engineering currently has enrollment of 200 undergraduates every year, and it is an
important and main base to educate and train qualified and licensed personnel in marine
engineering field in China.
2. EDUCATION AND TRAINING STANDARDS FOR THE UNDERGRADUATES OF
MARINE ENGINEERING AND THE CURRENTLY STUDYING PROGRAM
The Specialty of Marine Engineering Management of Dalian Maritime
University is to educate and train the marine engineers who suit the needs of the
construction of China's modernization. Students accepted the basic engineer training in
the college and developed morally, intellectually and physically. They also meet the
requirements of the International Convention on Standards Of Training, Certification and
Watchkeeping for Seafares and the Standards of Competence for Seafarers required by the
State Harbor Superintendency Administration of the People's Republic of China After
graduation they will be capable of managing marine machinery and electrical equipment or
systems of modern ships. Through four years' theory studies, training in laboratories and
workshops, and two times seagoing practices the graduates will be awarded bachelor degrees
if they pass the examinations and assessment held by the university and the State Harbor
