- the revised STCW Convention;

- the ISM Code;

- innovative approaches to safety and pollution prevention and by ship type; and

- the establishment of a safety culture in all maritime activities.

To succeed in this, the co-operation and contribution of all parties concerned, including Governments, the industry, classification societies, training institutions, terminal operators, etc. is of paramount importance. The maritime lecturers have a unique role to play in this concerted effort through increasing awareness, explaining, clarifying and, in general, promoting the wide and effective implementation of IMO standards such as those we have gathered here to discuss.

It is in order to acknowledge this role and pay tribute to all those who are dedicated to enhanced safety and environmental protection through lecturing that I accepted with pleasure you invitation to come to this great country and assist in these proceedings.
