Subject : Possible proposals for new work items of SC 6
Dear Sirs,
 
In accordance with the request by ISO/TC8 to review and prioritize the Possible proposals for new work items listed in ISO/TC8 N 1000, we have submitted to TC8 the attached "SC6 Chairman's view on prioritizing Possible proposals for new work items" (Attachment 1) dated 2001-09-06, which have been prepared by us basing on the views provided by SC6 member bodies.
 
However, at the TC8 AG meetings thereafter, we were once again requested to consider.
(a)To move the low priority items to higher priority
(b)To transfer the dormant inactive items to the other SCs
 
In this connection, we would like to invite your views again on the following aspects for SC6 Secretariat to decide the future work program:
Concerning the items listed in Attachment 2;
1. Necessity to develop the items as SC 6
2. In case you consider necessary to develop the items, how you consider its priority
3. In case you consider necessary to develop the item, are you prepared to undertake the Convenor of that item? (Resources of Japan, Secretariat of SC6, are limited and difficult to undertake the Convenor of all the listed items)
4. Any other items you wish to develop ? (Attachment 3)
 
We would appreciate if you could fill up the Attachment 2 and return the same before

Together with your opinions, if any, on other aspects than the above.
 
We would like to study the views and comments from member bodies at the SC6 Korea Meeting to be held on 2002-10-21 and submit the conclusion of the same meeting to Secretariat of TC 8.

Prioritization on "Possible proposals for new work items" of SC6 (Abstract of AG N 565)
(1)standards to be developed as soon as possible
Title of Possible proposals for NWI, IMO-link-NR TC8 Decision
[06.25] Ship's whistle(IMO-link-NR75)
DNV South East Asia Office proposed to develop this item and SC6 P members were unofficially asked their opinions to take up this item as NWI.U.S.A. submitted reference data however more than half of the members replied negative. Informed DNV that we are prepared to take up this item in case they draw up WD but no reply from DNV since then.
 
[06.26]Rudder angle indicators
Required to equip on the ships of 500 tons and above engaged in international voyage by SOLAS Chp.V-19-2.5.4 but no performance standard exists in IMO. Also requested by CEN to develop ISO standard.Japan has a plan to propose this item as NWI.

[06.27] Propeller shaft revolution indicators
Same situation as above [06.26].
Japan has a plan to submit proposal to this item as well.

[06.XX] Rate of turn indicator
Required to equip on all the ships of 50,000 tons and above by SOLAS V-19-2.9.1 and also requested by CEN to develop ISO standard. ISO standard complied IMO Res.A526 (13) to be developed.

[06.XX] Propeller pitch indicator
Required to equip on the ships of 500 tons and above engaged in international voyage by SOLAS V-19-2.5.4 but no performance standard exists in IMO. Also requested by CEN to develop ISO standard.

[06.XX] Unified standards of magnetic compass(IMO-link-NR --)
5 ISO standards exist in relation to magnetic compass e.g. Class A/B standard for both performance standard/tests and certification, positioning of magnetic compasses. These standards to be unified for convenience of the user.
 
[06.10R] Revision of ISO 10316:1990 Shipbuilding - Class B magnetic compasses - Tests and certification (To see "Unified standards of magnetic compass"[06.XX])

[06.XX] Daylight signaling lamps (IMO-link-NR --)
Required to equip on the ships of 150 tons and above by SOLAS V-19-2.2.1 but no performance standard exists in IMO.
 
[06.XX] Wind direction meter and wind velocity meter (IMO-link-NR --)
SOLAS Chp.V-31 & 32 requires data of wind direction/velocity for measuring degree of danger but no description about the equipments to measure the same. ISO standard to measure these data to be developed.

[06.14] Radio equipment GMDSS (IMO-link-NR04)
IEC 60945 has already been published to respond IMO Res.A.694(17) "General requirements for shipborne radio equipment forming part of GMDSS and for electric navigational aids". Further, standards for GMDSS equipment itself have already been published as IEC61097 series incorporating the said IMO Resolutions. Therefore see no reason for this item to remain this item.
Propose to cancel this item from the list.
 
[06.17] Navigational charts(IMO-link-NR --)
IHB(secretariat of IHO) replied to SC6 secretariat by their letter dated 2 November 1997 that IHO is reluctant to adopt IHO standard M-4 into ISO standard. Thereafter discussions held between ISO/CS and IHO but more than 3 years has passed without obtaining IHO consent.
Propose to cancel this item from the list.
