N ISO 14509: 2000-11 "Small craft - Measurement of airborne powered sound emitted by recreational craft (ISO 14509:2000)
 
(1) The result of voting on 1st ISO/CD 14509/Amendment 1:2000-11-30 about the amendment of the existing ISO 14509 to allow sound measurements on stern drives with integral exhaust systems using a standard craft was positive. Closing date of vote was 2001-03-05. A revised CD has been adopted for publication as DIS. The DIS layout was prepared in August 2001. Its publication is awaited soon. it will also be published as draft european standard prEN ISO 14509/Amendment 1.
 
(2) Document ISO/TC 188 N 552, 1st ISO/CO 14509-2: 2001-10-25 "Small craft - Measurement of airborne sound emitted by powered recreational craft - Part 2: Sound assessment using reference craft" has been circulated with a deadline of 2002-01-25.
 
The result was circulated as ISO/TC 188 N 583 on 2002-03-15: 11 member bodies have voted in favour, 5 have voted against and 2 abstained. 10 member bodies submitted comments.
 
WG 28 approved substantial changes on the document and recommends the publication of a revised committee draft as a 2nd ISO/CD for voting. The layout for the 2nd CD is currently under preparation.
 
Furthermore WG 28 adopted the following resolution:
 
"WG 28 agreed that further sound data should be acquired to validate ISO 14509-2 'Small craft - Airbone sound emitted by powered recreational craft - Part 2: Sound assessment using reference craft'. It hoped that ICOMIA and other boating industry organisations would urge boat builders to provide further data from boat sound tests. Such data will be used only for the working group for validation of the standard and treated confidentially. It was also agreed that more data should be acquired if funding was available for sound tests. It urged the European Commission to approve funding for relevant projects to assist further validation".
 
(3) WG 28 agreed to present a proposal for the revision of existing ISO 14509:2001-11 at the ISO/TC 188 plenary meeting in June 2002 in Canada. ISO/TC 188 shall be requested to start a decision about this new work item proposal by correspondence.
 
The main reason is the implementation of a correct, on for wave height and wind speed because it is very difficult to find a test site which fulfils the very tight requirements. To have a certain correction factor would be very useful particularly for bigger boats.
 
Other items which also should be object of the revision are:
 
- Existing ISO 14509 Shall become part 1 and the main title of the future ISO 14509 series shall be changed to "Small craft - Airborne sound emitted by powered recreational craft". The future part 1 should then read "Part 1 Pass-by-measurement procedures" while the subtitle for part 2 remains: "Sound assessment using reference craft"
 
- Some necessary definitions are missing in clause 3: "performance test mass", "planning hull", "non-planning hull" and others.

ISO/TC188 decides to adopt report of WG5 Engine Systems N 558 and to accept proposal to revise ISO 8469 to harmonise with ISO 7840. Additionally, a convenor for the revision of outboard standards is to be nominated by industry.

ISO/TC188 decides to write to IEC to confirm that ISO/TC 188 have the lead in development of electrical standards for craft up to 24 m and ask IEC to limit the scope of their work to craft greater than 24 m, with agreement that ISO/TC 188 will invite IEC at the appropriate time to participate in the revision of ISO/TC 188 standards for ac and dc installations. In addition, ISO/TC 188 confirms their joint working with IEC with regard to standards for 3-phase installations and note that the convenor of ISO/TC 188/WG 10 will study the new IEC draft standard Electrical Installations in Small Vessels and will submit appropriate comments to IEC.
 
Resolution 310

ISO/TC 188 decides to reconfirm Resolution 276 (2000) to reinstate ISO 9650 series for liferafts for small craft and applauds the convenor for his efforts made to continue this work. ISO/TC 188 also confirms the scope of WG 15 Liferafts as to develop standards for liferafts to be used on small craft up to and including 24 m.
