4.17 On the issue referred to in paragraph 4.9.5 above, the Committee agreed that a manual on loading and unloading of solid bulk cargoes for use by terminal representatives is better suited than a model course, and that it should be developed by the DSC Sub-Committee with the co-operation of the SPI Working Group (see also paragraph 2.13).

2.13 The Committee further instructed the Working Group on Bulk Carrier Safety to advise it on the FAL Committee's view concerning the development of a manual on loading and unloading of solid bulk cargoes for use by terminal representatives, as an alternative to developing a model course and the inclusion of a corresponding item in the SPI Working Group's work programme (see paragraph 4.17 below)

4.9 As decided at MSC 71, the Committee reconvened the Working Group on Bulk Carrier Safety, with the following terms of reference:

.5 to advise the Committee on whether it should concur with the FAL Committee's view on the development of a manual on loading and unloading of solid bulk cargoes for use by terminal representatives, as an alternative to developing a model course, and include a corresponding item in the SPI Working Group's work programme (paragraphs 16 and 17 of document MSC 72/2/3 ).

21.17 Recalling its decision, under agenda item 4, on the matter emanated from FAL 27 that a manual on loading and unloading of solid bulk cargoes should be developed by the DSC Sub-Committee (co-ordinator), in co-operation with the SPI Working Group (see paragraph 4.17), the Committee agreed to include a new high priority item on "Development of a manual on loading and unloading of solid bulk cargoes for terminal representatrves", with a target completion date of 2002, in the Sub-Committee's work programme and a relevant item in the provisional agenda for DSC 6.

12.39 The committee noted that the secretariat had been requested by the SPI Working Group to submit the outcome of its deliberations, which will be reported to the next session, through MSC 73 to the next session of the DCS Sub-committee.

2.28 The Committee endorsed the FAL Committee's action on developing a manual on loading and unloading of solid bulk cargoes for terminal representatives and instructed the Secretariat to report the outcome of the SPI Working Group's deliberations to the next session of the DSC Sub-Committee. Member Governments were encouraged to participate in the work of the next session of the DSC Sub-Committee (16 to 20 July 2001) to assist in the development of the manual.

2.29 The Committee noted that the SPI Working Group, having considered the Nautical Institute's publication entitled "Tug use in Ports a Practical Guide", had agreed that the publication was a useful and appropriate assessment method regarding tug assistance and that, therefore, no compendium was needed. The FAL Committee urged Member Governments and international organizations concerned to promote the use of the assessment methods for tug assistance and other advice contained in the publication and further agreed that a circular highlighting the principal factors to be included in any assessment should be developed by the SPI Working Group at its next session.

Paragraph 3.3.1の要件 "Subject to paragraphs 3.3.2 and 3.3.3, no Polar Class ship should carry any pollutant directly against the outer shell. Any pollutant should be separated from the outer shell of the ship by double skin construction of at least 760 mm in width."を考慮して「pollutant」の定義についての検討を行う。
