2. In case that the provision of paragraph 1 is applied to the Commissioner of the Branch of Commissioner's Office, “the said Office” shall be deemed as “the said Branch of Commissioner's Office”and “the Local Marine Accidents Inquiry Agency”shall be deemed as “the Branch of the Local Marine Accidents Inquiry Agency”.
(Command and Supervision Exercised by the Director General)
Article 18. The Director General of the High Marine Accidents Inquiry Agency shall generally direct and supervision over the Commissioners with respect to their duties. However, with regard to the investigation and disposition of each case, the Chief of the Marine Accidents Inquiry Commissioner's Office shall direct and supervise the Commissioners.
(Commissioners and Inquiry Affairs)
Article 19. A Commissioner of the Marine Accidents Inquiry Agency shall neither interfere with the inquiry affairs of the Judge of the Marine Accidents Inquiry Agency nor perform such inquiry affairs.
Chapter IV. Clerk
(Performance of Duties of Clerk and Judge's Order)
Article 20. A clerk of the Marine Accidents Inquiry Agency shall, in performing his duties, comply with orders of the Presiding Judge or the Single Judge who conducts a simple inquiry (hereinafter called Single Judge).
(Clerk's Right to Attach His Opinion)
Article 21. As to when a Clerk of the Marine Accidents Inquiry Agency receives an order from a Presiding Judge or a Single Judge in regard to the preparation or alteration of a transcript of a statement as well as other ducuments, he may attach his own opinion in writing to those which is recognized unreasonably.
