Chapter III. Commissioner
(Duty of Chief of Each Marine Accidents Inquiry Commissioner's Office)
Article 14. The Cheif of the Marine Accidents Inquiry Commissioner's Office shall direct and supervise over the personnel who belongs to the Marine Accidents Inquiry Commissioner's Office and the Local Marine Accidents Inquiry Commissioner's Offices (including the Branch of the Local Marine Accidents Inquiry Commissioner's Office, hereinafter called “the Branch of Commissioner's Office”; hereinafter the same in this Chapter) .
2. The Chief of a Local Marine Accidents Inquiry Commissioner's Office shall direct and supervise over the personnel thereof.
3. The Chief of the Branch of a Local Marine Accidents Inquiry Commissioner's Office (hereinafter called “the Chief of the Branch of Commissioner's Office”) shall direct and supervise over the personnel thereof.

Article 15. When the Chief of a Marine Accidents Inquiry Commissoner's Office cannot preform his duty, the Director General of the High Marine Accidents Inquiry Agency may cause one Commissioner (called “Senior Commissioner”), previously designated from among the Commissioners of the said Marine Accidents Inquiry Commissioner's Office (including the Branch of Commissioner's Office) to act for the said Chief in performance of his duties as prescribed in Article 16 and 18.
(Handling and Transferring of Business)
Article 16. The Chief of the Marine Accidents Inquiry Commissioner's Office as well as the Local Marine Accidents Inquiry Commissioner's Offices (including the Chief of the Branch of Commissioner's Office) may manage the affairs of whom the Chief direct and supervise by himself or may cause the other Commissioners whom the Chief direct and supervise to do with said affairs.
(Commissioner's Jurisdiction)
Article 17. The Commissioner of the Local Marine Accidents Inquiry Commissioner's Office shall perform his duties within the area under jurisdiction of the Local Marine Accidents Inquiry Agency which has jurisdiction over the location of the said Office except in case of special needs.
