(1) To summon or question the persons concerned in a marine accident;

(2) Investigating vessels or other places;

(3) Causing the persons concerned in a marine accident to make reports or to submit books, documents or other articles;

(4) Requesting public offices to submit reports or data;

(5) To summon expert witnesses, interpreters or translators, or to cause them to give expert opinion, or to interpret or to translate.

2. The Commissioner, who may take the disposition mentioned in paragraph 1, item 2, shall carry with him an identification card testifying to his officials status.

(Offer for Commencement of Inquiry)

Article 33. When a Commissioner recognized a case to be subject to inquiry, he shall make an offer for the commencement of inquiry to the Local Marine Accidents Inquiry Agency. However, he shall not make an offer for the case provided that five (5) years have elapsed since the occurrence of the marine accident.

2. The offer mentioned in paragraph 1 shall be made in a written document stating the fact of the marine accident.

(Examinee be Specified and Notified)

Article 34. When a Commissioner recognized that a marine accident resulted from an act of intent or negligence of the marine technician or pilot in performing their duties, the Commissioner shall specify them in the document mentioned in Article 33, paragraph 2, as an Examinee.

2. In the case as prescribed in paragraph 1, the Commissioner shall, as provided for by Order, notify the Examinee that an offer was made for the commencement of inquiry.
