(Duty of Marine Counsellor)

Article 26. A Marine Counsellor shall perform his duty sincerely.

2. Marine Counsellor shall keep the secret which is obtained in performing his duty.

(Supervision for Marine Counsellor)

Article 27. A Marine Counsellor shall be subjected to the supervision of the Director of the High Marine Accidents Inquiry Agency.

 

 

Chapter IV. Proceedings Prior to Inquiry

(Reporting Duties of Maritime Safety Official, Etc.)

Article 28. When a fact falling under any of the items of Article 2 was recognized by the Maritime Safety Officials, Marine Authorities police officials, mayors of cities, or headmen of towns or villages, they shall make a report immediately thereon to the Commissioner stationed at the seat of the Local Marine Accidents Inquiry Agency which exercises jurisdiction over the seat of their offices.

(Reporting Duty of Consul)

Article 29. The Consul, who recognized a fact falling under any of the items of Article 2, outside of Japanese territory, shall immediately collect evidences and make a report thereon to a Commissioner of the Marine Accidents Inquiry Commissioner's Office.

(Investigatory Duty, Etc. of Commissioner)

Article 30. The Commissioner stationed at the seat of Local Marine Accidents Inquiry Agency, who recognized a fact to be inquired in this Law, shall immediately investigate the fact and collect evidences.

(Investigatory Obligation of Commissioner)

Article 31. In investigating a fact or collecting evidence, the Commissioner shall keep the secret and shall be cautious not to inquire the reputation of the persons concerned.

Article 32. The Commissioner, if it is necessary to perform his duty, may take any of the disposition as follows:
