1. NODC・NGDC歴訪
1997年6月、永田が米国の国立海洋データセンター(NODC:ワシントンDC郊外)と国立地球物理学データセンター(NGDC:ボルダー)を訪問し、またボルダーで開かれた地球環境情報ネットワーク(GOIN)のシンポジウムに参加した。NODCでは1/4度メッシュで世界の海の水温・塩分等の統計を行い、その結果を1998年度版(1994年版は1度メッシュ)として印刷の段階にあることを知った。これを踏まえて我々は、日本近海についてより精密な統計を行うこととし、そのめにJODCに殆ど収録されていない県水試関係の資料の収集を急ぐことに方針を変更した。また、パソコン画面上でのデータ処理の実例を見せてもらったが、これを発展させて現場用のQCソフトの開発を行ってきた(別項)。NGDCでは水深データの管理状況を視察したが、この方面の知識が少ない私には、全てが新しかった。
2. 海洋データシンポジウム
10月にアイルランドのダブリンで開催された海洋データシンポジウムに永田が参加し、MIRC・JODCの活動状況について発表し、わが国でのADCPデータの収集と解析状況と、異常な観測値の統計をQCへ応用についての試みについて論じた。GOINの会議でもそうだが、コンピュター・グラフィックの応用の面での進展の速さに驚かされた。しかし、データ管理の技術面の議論が多く、データを利用する研究者あるいはデータの提供者との相互協力関係についての議論は少なかった。この点にMIRCの活動の重点を置く必要がある。
3. NODC研究者の招聘
先進的な役割を果たしている米国のNODCの技術・知識を移入するため、その研究者Todd O'Brien氏を1998年1月に約1週間招聘した。物理学的データについては文書等を通しても移入可能と考えられるので、今回はより複雑な生物学的データの専門家に来てもらった。ちょうどJODCに海洋生物学データに関する委員会が活動中であるので、この委員会と共同して2日間のワークショップを開くと共に、生物学的データのみならず海洋データ管理全般についての懇談をMIRC・JODCのスタッフとの間で行った。
4. その他
以上の他、韓国釜山で開かれたPICESの総会に出席、データ交換技術委員会(TCODE)を中心に情報交換を行った。またMIRCの設立目的と活動状況を、国立台湾大学や韓国の釜慶大学校.忠南大学校、北海道紋別市での北方圏国際シンポジウム等で講演した。

1. Tour for NODC and NGDC
I visited National Oceanographic Data Center (NODC) at suburb of Washington, DC and National Geophysical Data Center (NGDC) at Boulder, Colorado, in the middle of June, 1997, in order to fix the basic strategy of MIRC. Also, I attended a workshop of Global Observation Information Network (GOIN) held in Boulder. I was very impressed on draft charts of World Ocean Atlas 1998 of NODC: they are preparing detailed maps on statistical data taken each 1/4 degree mesh (They used 1 degree mesh in World Ocean Atlas 1994). We shall collect further data, for example the data taken by Prefectural Institute which have not included in JODC database in the present stage, and make much detailed analysis in the seas around Japan. The basic QC process made based on computer graphics in JODC was also impressive, and we started to design a QC programs available for investigators in operational institutions. I observed management status of bathymetry in NGDC. Everything were new for me as I am not familiar to this field.
2. Ocean Data Symposium in Dublin, Ireland
Ocean Data Symposium were held in Dublin Castle, Ireland, by Irish Marine Data Center on 15-18 October, 1997. I attended this symposium, and gave a talk on "New Strategy on Oceanographic Data Management in Japan-Establishment of a Marine Information Research Center". I introduced the status of ADCP data and its usage in Japan, and discussed about utilization of abnormal observed values for QC purpose. I was impressed on rapid development of computer graphics both in this symposium and GOIN workshop. However, almost all discussions were for technical prospects on data management and few discussions were made on interfaces both to data producers and data users. MIRC activity should be focused on this point.
3. Invitation of a NODC expert
In order to bring NODC's knowledge and techniques in MIRC, We invited Mr. Todd O'Brien of NODC about one week in January, 1998. As we assumed that it would be possible to do via documents and books as to physical data, We asked to send an expert on marine biological data in which we need to handle the most complicated matters. Fortunately, as JODC is operating an Advisory Board on Marine Biological Data Management (chaired by Prof. M. Omori), we set two-days workshop (The First MIRC Marine Information Workshop) on January 19-20, and MIRC and JODC staff made fruitful discussions with him after the workshop.
4. Others
In addition, I attended PICES 6th Annual Meeting held in Pusan, Korea, in October 1997, and discussed oceanographic data problems in the North Pacific Ocean in its Technical Committee on Data Exchange (TCODE). The aim and activity of MIRC was introduced also in Taiwan National University, Taiwan, Pukyong University and, Chunnam University, Korea, an international symposium in Mombetsu, Hokkaido, etc.
